This was built as the Commercial Bank, and banks had to look prosperous and built to last, to persuade people to put their money there, so this has all sorts of elaborate detail, bracketed architraves and a dentilled cornice. Some of the inside surviving detail is also fine. The strong-room came in handy for cells.
